What to do if You are going overseas, but Your documents are issued in the native state language, which not understand in another country. And even if Your document issued by the competent organizations and international language such as English or Russian, in a foreign state can challenge the legality of the issuance of this document. To give legal force to the document outside the country there is a procedure of legalization of documents.  Legalization of documents can be done in several ways: consular legalization, legalization in the chamber of Commerce and the apostille.

The apostille is not put on the following documents:

• document executed by notaries different regions: for example, the power of attorney certified by a notary public of the city of Moscow, and notarized copy certified by a notary of Moscow region;
• documents issued by a foreign legal entity, if it is not registered with the tax authority of the Russian Federation;
• documents signed by unauthorized officials;
• original passport;
• the original Union ticket;
• the original work books;
• the original military tickets;
• original identity documents;
• the original pension books;
• the original driver's license;
• original documents about the facilities estates and religions;
• copies of documents, letters and print illegible or there are patches;
• medical certificate with a triangular seals;
• documents dealing directly with commercial or customs operations (power of attorney and the overhead of moving goods across borders, agreements on the supply of goods and provision of services, execution of works and calculations on them, and so on);
• documents of diplomatic and consular institutions;
The apostille can be put on the following documents:
• notarized documents (power of attorney, consent, statement);
• any notarized copies of documents of the Russian Federation;
• notarized translation of documents;
• extract from a Russian passport and the passport of the Russian Federation (it's not every notary);
• notarised copy of the Russian passport and the passport of the Russian Federation (it's not every notary);
• notarized copy of driver's license (except identity the international sample);
• documents of legal entities of the Russian Federation, certified by the registration authority (articles of Association, registration certificate, tax registration and other);
• original documents on education (only Russia and the USSR) (diplomas, certificates, certificates, and other);
• the original documents to the registry office (only the Russian Federation and the USSR) (birth certificates, marriage and other);
• documents on seniority;
• judicial decisions stamped on entry into force.

If the state in which you plan to travel, is a party to the Hague Convention of 1961, a simplified legalization of documents (translation) is reduced to the affixation of the special stamp of the state authority to the document (translation of a document). Stamp of Apostille in all countries are the same. Apostille confirms the authenticity of the signature of the person who certified the document, but not the content of the document.

If the country you wish to travel, is NOT a party to the Hague Convention of 1961, for example Arab Emirates, then You need to go full consular legalization, i.e., Your document must be confirmed by the foreign Ministry, the Ministry of justice and the Consulate of the country in which You are traveling.

When Apostille document is only the Ministry of justice, which is why the Apostille is called the simplified legalization of documents.

Simplified legalization consists of the following steps:

1) Translation, correct translation and certification of documents by a notary public.
2) a competent authority of justice: on the document stamped with a special stamp apostille, which certifies the authenticity of the signature, the capacity in which it acts as the official who signed the document and, where appropriate, the identity of the seal or stamp affixed to the document" (article 5 of the Convention).
